At ₱74.60 (USD 1.21) per liter of Octane-95, the Philippines sits fifth of the eight ASEAN countries with published pump prices — below Singapore, Laos, Thailand and Cambodia.
The four countries cheaper than the Philippines — Indonesia, Malaysia, Vietnam and Brunei — all subsidise fuel at the pump. The Philippines deregulated its downstream oil industry in 1998 (RA 8479), so local pump prices track world prices plus taxes, with no subsidy to cushion them.
So the price level isn't unusually high for the region — what's unusual is that Filipinos feel every move in the world price directly, week to week.
