Not any more. Philippine broadband is 72nd of ~150 countries at 188 Mbps — more than double Indonesia's.

Median fixed broadband download in the Philippines is 188.00 Mbps, ranking 72nd worldwide. Median mobile download is 96.84 Mbps, ranking 78th. Both are mid-table, not bottom.

Within ASEAN the Philippines sits fifth of seven on fixed broadband — behind Singapore, Thailand, Vietnam and Malaysia, but ahead of Cambodia (81.13) and Indonesia (78.98).

The claim was fair years ago and stuck. Philippine speeds have climbed steeply since; the reputation simply outlived the data — which is exactly why it's worth re-checking.
