By raw audience the Philippines is sixth in the world: India (384M), the United States (197M), Indonesia (122M), Brazil (112M) and Mexico (93.0M) all have more Facebook users than the Philippines' 90.8M.
By saturation the claim holds up much better. Facebook's reach in the Philippines equals 97.7% of the country's entire internet user base — that is, almost every Filipino who is online at all is reachable on Facebook.
